Bucket is a web app for creating black and white 'templates' from images and filling them with colour - effectively a create your own paint-by-numbers. The editor options are explained here, the conversion options on page 2 and sharing options on page 3.

Convert takes an image and turns it into a black and white template based on differences in pixel intensity (colour/brightness differences).
Blur: amount of initial blur applied to the image - turn this up if there's lots of fine details in the image.
Regions: how many black and white sections the image is split into. Note this isn't 1:1, just the higher the number the more regions in the final image.
Gaps: how big these formed regions are, turn it up to reduce region size and get rid of tiny gaps.
Line thickness: thickness of the black outlines in template.
Creations can be saved using the floppy disk icon in the editor page. A newly converted image is called a Template and when saved will appear as such in the files. If you make any edits to the Template (i.e using the fill/picker/brush tools) it will be classified and saved as an Image. You can access your files using the folder icon at the top of the page. From there creations can be posted or deleted to the share page. The share page is accessed with the cloud icon on the top and lets you see other people's Images or Templates. If you click on one of the images the editor will load with the image ready to be edited and shared again! The share page is a bit fraught at the minute so just wait or refresh or switch between images and templates until it appears.
